The London Economic Development Corporation (LEDC), London Chamber of Commerce, and London Small Business Centre have partnered to develop this resource hub for London businesses during COVID-19.

June 11, 2022 - The Ontario Government  has updated/changed COVID-19 screening questions. Please see COVID-19 worker and employee screening for updated details. 


The Ministry of Labour, Training and Skills Development has provided some new material in the Guide to developing your COVID-19 workplace safety plan.


The recent revisions include new or updated information about several evolving topics of particular importance for many employers:

  • Active screening of workers
  • Air flow/ventilation
  • What to do if there is a case of COVID-19 in the workplace
  • The use of masks as source control

Changes to public health and workplace safety measures 


June 8, 2022 -  "With High vaccination rates and Ontario's COVID-19 situation continuing to improve, most of the province's remaining provincial masking requirements, including on public transit, will expire as of 12:00 a.m. on June 11, 2022


To continue providing an additional layer of protection for the most vulnerable, masks will still be required in long-term care and retirement homes. Masking is recommended in higher-risk congregate living settings, such as shelters and group homes. 


On June 11, 2022, remaining Directives will also be revoked and replaced with Ministry of Health guidance for health care workers and organizations. This includes guidance on when masks should be worn in hospitals and other health care settings. 


While masking requirements are expiring, organizations may implement their own policies. Ontarians should continue to wear a mask if they feel it is right for them, are at high risk for severe illness, recovering from COVID-19, have symptoms of the virus or are a close contact of someone with COVID-19.

Jan 7, 2022 - Ontario Providing Supports for Small Businesses, Workers and Families

Province’s plan includes $10,000 grant for eligible small businesses and additional electricity-rate relief


The Ontario government is providing targeted relief for businesses and people impacted by the current public health measures aimed at blunting the spread of the Omicron variant. As part of this plan, the government is introducing a $10,000 grant for eligible businesses that are subject to closures under the modified Step Two of the Roadmap to Reopen and is providing additional electricity-rate relief for businesses, as well as workers and families spending more time at home. * Deloitte is offering a COVID-19: Economic recovery dashboard monitors the health, social, financial and economic activity that will signal when a recovery is coming.

New Funding Programs

The following are the latest funding and support program announcements at the local, provincial, and federal levels. You can find more funding programs in the Economic Relief section of this website.


Federal

  • Canada Digital Adoption Program - In Budget 2021, the Government of Canada announced the $4 billion Canada Digital Adoption Program (CDAP) to help get your business online, give your e-commerce presence a boost or help digitalize your business's operations.  CDAP provides funding and support to businesses, as well as training and work opportunities for young Canadians. Find out which grant is right for your business now
  • Canada Emergency Rent Subsidy,  The government is proposing to continue COVID-19 business support programs until May 2022 for organizations hit hardest since the start of the pandemic or most affected by public health restrictions. Read the October 21 announcement and check back soon for details.
  • COVID-19 benefits and services - Benefits to help Canadians and businesses facing hardship as a result of the global COVID-19 outbreak.


Provincial

  • Ontario COVID-19 Small Business Relief Grant - The government is announcing an Ontario COVID-19covid 19 Small Business Relief Grant for small businesses that are subject to closure under the modified Step Two of Roadmap to Reopen.
  • Ontario Business Costs Rebate Program: applications opening January 18, 2022 - We are introducing the new Ontario Business Costs Rebate Program to support businesses that are most impacted by public health measures in response to the Omicron variant 
  • Ontario Together Fund - The Government of Ontario has announced an additional investment of $50 million into the renewed (OTF). This was launched to help businesses provide innovative solutions and manufacture essential medical supplies and equipment to support Ontario’s response to the COVID-19 pandemic.  You can submit an application until the program ends on March 31, 2022 at 5 p.m. EST. 
  • Recovery Activation Program (RAP) is a no cost, immersive, highly practical online workshop that helps businesses identify areas for digital overhaul. Ontario businesses can apply to access $40,000 in training, mentorship, and support.


Local

  • London companies can receive support from Digital Main Street through their following programs:

                 - DMS Ontario Grants to help businesses with their digital transformation

                 - DMS Shop Here program to help small businesses and artists with selling online

                 - DMS Futureproof program to help businesses with identifying new markets and pivoting business models

Federal

The Government of Canada is taking immediate, significant and decisive action to support Canadians and businesses facing hardship as a result of the global outbreak, outlined in their COVID-19 Economic Response Plan. Details are below.

SUPPORT FOR BUSINESSES

Avoiding layoffs & rehiring employees

  • *EXTENDED* Canada Emergency Wage Subsidy (CEWS): Covers 75% of an employee's wages for employers of all sizes and across all sectors who have suffered a drop in gross revenues of at least 15% in March, and 30% in April and May.  *The government is proposing to continue COVID-19 business support programs until May 2022 for organizations hit hardest since the start of the pandemic or most affected by public health restrictions. Read the October 21 announcement and check back soon for details.
  • Temporary 10% Wage Subsidy:  A three-month measure that will allow eligible employers to reduce the amount of payroll deduction required to be remitted to the Canada Revenue Agency (CRA)
  • Work-Sharing Program: Up to 76 weeks of income support to employees eligible for Employment Insurance who agree to reduce their normal working hours because of developments beyond the control of their employers

Access to credit

  • Business Credit Availability Program (BCAP Guarantee): Export Development Canada is working with financial institutions (FIs) to provide companies with business financing solutions. Find out if the EDC BCAP guarantee is the right fit for you.
  • Highly Affected Sectors Credit Availability Program (HASCAP) Guarantee - These loans are for small and medium-sized businesses that have seen their revenues decrease by 50% or more as a result of COVID-19. Businesses heavily impacted by COVID-19 can access guaranteed, low-interest loans of $25,000 to $1 million to cover operational cash flow needs. The HASCAP Guarantee is available until December 31, 2021.
  • Large employer emergency financing: Bridge financing for Canada's largest employers
  • $20.1 million in support for Futurpreneur Canada to continue supporting young entrepreneurs across Canada who are facing challenges
  • $675 million through Canada's Regional Development Agencies to give financing support to small and medium-sized businesses
  • The Trade Commissioner Service has experts worldwide who can provide access to funding and help mitigating COVID-19 impacts for businesses in global markets.


Creating new jobs & opportunities for youth


  • Student Work Placement Program: $80 million to support up to 20,000 post-secondary students across Canada to obtain paid work experience related to their field of study
  • Mitacs & The Business/Higher Education Roundtable (BHER): $40 million to support Mitacs in order to create 5,000 new job placements. BHER will create a further 5,000 to 10,000 new student placements


Indigenous businesses

  • Indigenous Community Business Fund, First Nation, Inuit and Métis communities and collectives can access funding to support their community-owned businesses whose revenues have been affected by COVID-19.


Supporting financial stability

  • The Bank of Canada is lowering interest rates to 0.25%, intervening to support key financial markets and providing liquidity support for financial institutions

 

SUPPORT FOR SECTORS

Agriculture, agri-food, aquaculture, fisheries

  • Through Farm Credit Canada (FCC), farmers, producers, agribusinesses, and food processors can access $5 billion in lending and will receive extensions to previous loans. Contact FCC to see if you're eligible to access this program
  • Canadian Seafood Stabilization Fund: Short term financing, added storage capacity for unsold products, support of new manufacturing technologies to improve productivity, and more to support Canada's fish and seafood processing industries


Cultural, heritage and sports

  • COVID-19 Emergency Support Fund: $500 million for cultural, heritage and sport organizations that will help address the financial needs of affected organizations so they can continue to support artists and athletes
  • The Canadian Radio-television and Telecommunications Commission (CRTC) will not issue letters requesting payment for Part I licence fees by broadcasters for the 2020–21 fiscal year


Air transportation

  • Support to Canada’s Air Transportation Sector - To help airports reduce cost pressures and preserve cash flow as they deal with the effects of COVID-19 on their revenue, the government is waiving rents paid on ground leases for the 21 airport authorities that form part of the National Airport System and that pay rent to the government.


Tourism

  • For tourism operators and small businesses, regional development agencies (RDAs) could assist with access to federal funding and services.


Energy

  • Emissions Reduction Fund: $750 million to support workers and reduce emissions in Canada's oil and gas sector, with a focus on methane


Non-profit and charitable

  • Emergency Community Support Fund: $350 million to support vulnerable Canadians through charities and non-profit organizations that deliver essential services to those in need


SUPPORT FOR INDIVIDUALS & FAMILIES

  • The one-week waiting period for Employment Insurance (EI) sickness benefits has been waived
  • The Canada Mortgage and Housing Corporation has allowed for ongoing Mortgage Payment Deferrals


Provincial

The Ontario Government has recently announced a number of updates to support employers and employees:

  • Ontario COVID-19 Worker Income Protection Benefit - This is the online application for employers, allowing businesses to be reimbursed for providing paid infectious disease emergency leave in accordance with section 50.1.1 of the Employment Standard Act (ESA), 2000. 
  • The Workplace PPE Supplier Directory provides businesses with information on personal protective equipment (PPE) suppliers
  • $1.5 million for a new Tourism Economic Development Recovery Fund 
  • $83 million through the Ontario Trillium Foundation (OTF) to provide grants to help eligible non-profit organizations
  • Increasing the Employer Health Tax (EHT) exemption for 2020 from $490,000 to $1 million. As an employer,      this means relief of up to $9,945
  • Regional Opportunities Investment Tax Credit: If you are building, renovating or acquiring commercial or industrial buildings in designated regions in Ontario, you could be eligible to save up to $50,000 this year. You can apply for this tax credit when you file your tax return. Learn more about the tax credit and if your project qualifies.
